Benefits Administrator – P3

Responsible for the administration of NRECA’s employee and retirement benefit programs. Manages the design and delivery of the overall benefits communication plan. Aligns business processes to ensure compliance with federal and state laws. Uses various educational methods to encourage plan participants’ understanding and effective leveraging of benefit plan provisions.  Participates in various benefit surveys to benchmark NRECA’s benefits package’s market competitiveness and assesses potential new benefit offerings.

Program Administration: Administers and evaluates benefit programs and provides exceptional level of customer service. Responsible for the administration of the group health insurance, retirement (pension and 401k), and wellness plans. Assists with the design, implementation, and communication of new benefit policies, programs, and procedures. Assesses benefit-related problems and formulates effective solutions. Counsels and advises employees on benefit plan provisions. Performs monthly audit of benefit invoices against the payroll system to ensure data accuracy.

Communication Plan:  Ensures effective execution of the communication plan to enhance employee and retiree understanding of NRECA’s benefit programs. Creates and maintains a comprehensive annual communication calendar to ensure effective timing of benefit communications. Managed development and delivery of annual total rewards statements. Assists with the delivery of new hire orientation. Manages the annual Open Enrollment process to include planning and coordination of employee informational meetings and serving as primary contact for questions regarding benefits and changes to benefits.

Program Compliance:  Ensures compliance related tasks are completed timely and accurately. Responsible for the timely posting of all plan related documentation (SPDs, SMMs, etc.). Serves as point of contact for outsourced ERISA plan non-discrimination testing. Ensures enrollment data is accurate for the annual reports in the 1095-C and related 1094-C required under the Affordable Care Act. Coordinates effective participant communications regarding the annual statements. Ensures effective maintenance of benefit records (physical and electronic) and adherence to NRECA record retention requirements and HIPAA and other information security policies.

Purpose and Mission

• Bachelor’s degree in Human Resources, Business or similar field. SPHR/PHR, CEBS, or CBP certification preferred.
• 7 years of increasing responsibility in benefits administration (group health, pension and 401(k) programs) including at least 3 years experience in plan design, plan compliance related issues.
• Strong Microsoft Excel skills specifically for data analysis.
• Knowledge of ERISA, FMLA, COBRA and other IRS/DOL regulations and laws related to the administration and management of employee benefit programs.
• Experience developing and delivering presentations and training workshops
• Ability to manage competing deadlines and multiple projects at various stages of development using effective organization skills and able to cope with changing conditions, policies, and procedures in a fast-paced working environment while staying productive and maintaining a high level of accuracy.
